Business Overview:
The Enterprise Services (ES) department encompasses Workplace & Corporate Services, the Data Office, Procurement and Performance, Third Party Management Office and Location Strategy for CIB Americas and is responsible for reinforcing and elevating three strategic mandates for the Bank in support of the CIB Americas Ambition 2025:
- The articulation of a long-term Workspace Strategy to support the implementation of Smart Working and the Americas Location Strategy
- The evolution of procurement, third-party risk management and integrated vendor management
- The strengthening of an integrated Data Management platform and associated services for the Americas
CIB NAR Procurement supports all entities within the North America region in the process of buying goods and services that are required to support the operations of BNP Paribas. Consistent with Global and CIB Procurement, the mission of CIB NAR Procurement is to effectively manage third parties.
CIB NAR Procurement Front Office is responsible for ensuring that any new demands strictly adhere to internal procurement policies and procedures. CIB NAR Procurement Front Office – IT & Telecom focus on management consulting category spend category. The IT & Telecom lead buyer ensures that all new engagement and or extensions are in line with sourcing best practices and controls while meeting business requirements at the best value.

Responsibilities:
Scope
The Head of Procurement for CIB North America responsible for Strategic Sourcing, Procurement, External Spend Category Management, Supplier Diversity Program and External Spend Analytics.
Leadership
- Transform the Procurement to operate in a cost control environment by aligning US, Canada, Central CIB and GSS as well as offshored teams.
- Provide advisory to LATAM partners.
- Elevate the organization into a place that attracts talent and where employees can have rewarding careers.
- Lead the Supplier Diversity Program for NAR
Global Procurement Alignment
- At a time when the bank is driven to reduce costs and streamline processes, the Head of Procurement’s foremost priority is to ensure transparency and alignment within the region, incl. LATAM, as well as with the CIB Central and GSS teams.
- Collaborate with GSS and CIB ESM to rationalize local vendors with global/regional/local panel and enhance spend optimisations on high spend procurement categories and Source to Pay controls on low spend categories.
- Provide oversight and advisory to LATAM COOs and Head of Procurement via right-sized governance model.
Stakeholder Management
- Proactively advise business stakeholders on their external spend strategy and anticipate needs as applicable.
- Serve as primary contact between Legal, Third-Party Management Office, Vendor Management Operations and Business Owners in relationship to all sourcing activities in Procurement scope to ensure compliance with goals, policies and procedures.
- Manage internal clients (activity domains, businesses, or functions) to which Procurement provide services on their acquisition of goods or services necessary for their activities
- Manage communications related to process / policy changes with critical stakeholders.
Process Management
- Partner with internal stakeholders through vendor due diligence, vendor management operations and contract signing process; including contract management with new legal requirements & defined controls.
- Promote a continuous improvement culture and proactively identify and execute enhancements to the existing processes, automate manual processes, renunciate/re-assign tasks that do not align with the Procurement mandate, and enhance the control framework
- Design and drive transformation of the Procurement operating model in alignment with the Vendor Management Operations target operating model
- Optimize the end to end process covering the acquisition of goods or services satisfying the needs of BNP Paribas, according to the best quality-cost-risk-delay ratio (or best cost for a given quality, risk and deadline) – inclusive of the operational processes: need analysis, market analysis, definition of procurement tactics and of the procurement savings objectives, supplier consultation, negotiation and selection, Third Party Management Office on boarding as well as Account Payables processes, contracting and contract renewal and closure.
- Negotiations with a target savings model driving RFXs whenever possible, negotiations and contracting for materials and services to reduce cost and leverage spend. Follow-up at various levels (locally, regionally & globally) for getting necessary approvals before finalizing RFP/SOW with suppliers.
- Design, develop, and implement Procurement KPIs to effectively measure and manage the impact of strategic spend initiatives proactively and transparently.
- Manage Risk and Controls for overall Procurement processes and drive a ‘zero open recommendation’ culture. Adapt process work-flow with changing regulatory/controls environment & efficiency needs. Manage policies & procedures aligning controls & efficiency requirements and take advantage of operational incidents and internal/external audits to strengthen the setup when applicable
- Reporting on KPIs and KRIs.
- Strengthen Procurement governances to drive spend optimizations, efficiency and platform transformation.
Team Management
- Develop Talent onshore and offshore
- Manage Procurement teams onshore and when applicable offshore with duly established SLAs
- Monitor and report team’s capacity, productivity and efficiency
Minimum Required Qualifications:
- Bachelor’s degree in Business
- 15 years with at least 10 years work experience in procurement, spend analytics & supplier management.
- Ability to analyze and resolve complex issues, and a team building work style for a fast-paced environment.
- Proficiency in developing complex RFXs and conducting complex bid analysis required.
- Proven experience effectively managing multi-year agreements
- Must be knowledgeable of, and experienced in, application of Procurement / Strategic Sourcing best practices.
- Must have strong leadership quality, be a visionary, and be customer service oriented.
- Excellent communication skills in English. French speaking will be value add.
- Excellent time management skills and ability to meet rigorous deadlines on multiple concurrent.
- Analytical mind-set with the keen ability to interpret and synthesize large volumes of data.
- Global experience & acumen, strong in written & oral communication, strong interpersonal & relationship management skills and good work ethics.

The expected starting salary range for this position is between $180,000 to $225,000 annually. The actual salary may vary based upon several factors including, but not limited to, relevant skills/experience, time in role, base salary of internal peers, prior performance, business line, and geographic/office location.
